You could also try $opaque, but I don't have much experience with that tag.
I haven't decompiled the model to check it, but did you use $mostlyopaque in the .qc file? I ask because this is what usually causes the issue with the hair needing $ambientocclusion 0 so that the AO doesn't render through the hair model.
