Splitting the modeling into parts is a win-win situation, splitting the clothing from the original mesh can result in more control on the dress when doing poses and such.
The material limitation will be omit in this case since at least two-third of the materials will go to the cloths' model, which can free up more slots for other parts of the model to have their own material settings.

@DevilsCry I haven't touched the bones of the tails/pelvis much, aside from the constrains; due to lack of knowledge of how it should move. It had few "root" bones for both half of the body which made it harder to choose the proper parent bone.
I've made a quick & dirty rig to at least become usable for posing, you can create using the rigger.
The other "miia" rig is for the old Gmod port.
